University of Twente (NL) is involved as chairman and member of the governance team. The University participates with its Twente Centre for Studies in Technology and Sustainable Development (CSTM). Over the past decades, this Centre has done a wide range of studies focusing on water governance in various countries. This has resulted in a model of governance that helps to describe how water management is organized for a specific sector at a certain point in time. In the past years, this model of governance was developed into an assessment tool.

In the DROP project, the governance team further develops the governance assessment tool for drought adaptation in a European context. In addition, the team visits all six regions of the practice partners twice: in Autumn 2013 and Spring 2014. The purpose of these visits is to identify what aspects of the regional governance contexts support or restrict drought adaptation measures. The results will be laid down in various reports ( (inclusively report governance assessment) and discussed in transnational meetings.
